Update for Inland Pilots

If you're a fishing guide in Michigan, you may have recently received an update regarding changes in the state's legislation concerning sport fishing guides. These changes are crucial to understand, particularly if you guide or charter on inland lakes or streams. Here's a breakdown of the new requirements for 2024, as outlined by the Michigan Department of Natural Resources (MDNR) Law Division.

Legislative Update: Public Act 220 of 2023

Effective March 1, 2024, Public Act 220 of 2023 mandates that individuals acting as sport fishing guides in Michigan's inland waters must meet specific licensing requirements. To operate legally as a guide on inland lakes or streams, individuals must possess the following:

  1. Valid Fishing License: Every guide must hold a valid fishing license.

  2. Inland Sport Fishing Guide License: In addition to a fishing license, guides must obtain an inland sport fishing guide license.

It's essential to note that these requirements apply to all inland waters except the Great Lakes, their connecting waters, and water bodies with a surface area of less than 5 acres.

Expanding Scope: Great Lakes Charter Captains

Even if you primarily operate as a charter captain on the Great Lakes, if you also charter on inland waters within Michigan, you are subject to the new inland sport fishing guide license requirement. This includes Great Lakes tributaries classified as navigable waters by the U.S. Army Corps of Engineers. Notably, the license fee for charter captains operating both on the Great Lakes and inland waters will be waived.

Reporting Obligations: Introduction of FACTS

Starting April 1, 2024, all licensed inland sport fishing guides are obligated to report their guided fishing trips and submit monthly reports. This reporting process will be facilitated electronically through the Fishing Activity and Catch Tracking System (FACTS). Guides can access the FACTS portal at fisheryfacts.com.
